There is no easy step built in, but try this:

Create a new scene in editor in which you set all of the shutters (or dimmers) to closed or off. Make sure you don't touch any of the others.
Then you can select that scene before your new one. The only problem would be that as soon as you select the new scene, it will override the previous one.
So that means that the simplest way around your problem is either to create a separate scene that moves the lights into position and then start another scene with the lights on. Or else create the first step of your scene to move in black.

Sorry I can't suggest anything better. Hope it helps a bit though...
