Thank you all for your help. I've figured out the solution to this. John, you were right, it seems that I needed to make a blackout in the scene that then transitioned to the lights being on.

I've tried that as well and it still has the strange transition that happens, even if it is the same STEPS scene. I've also tried layering the steps scene in a timeline but it still has some lighting intensity shift to it.
