Aha! That was exactly the problem. Somebody must have gone in before me and edited the "default" scene. I set all channels to disabled on that, and now when I create new all channels are disabled.

We have some house lights that are typically never used since we already have scenes set up to turn those off and on. Is there a setting that would allow those channels to automatically be set to disabled so we don't have to manually do that each time we create a new scene?
