The Lighting Controller

My first question is if this is an input trigger or an output trigger? Just to be clear what I mean by that, I want an output trigger which would allow me to specify a trigger point in a scene and have a specific port close or open to trigger an external devise.

If this can be used as an output trigger, then my question is where in the software do you control each port?
