A bug in preferences of Timeline?

If you choose timeline preferences there a 3 selections:
Comment On/Off
Media On/Off
Waveform for WAV PCM On/Off
I don't know if it's your intention, but if you switch off the "Media Line" Comment Line is also switched off.
It's not possible to switch on the Comment line without Media Line. I'll hope you understand my explanation.
Now,... is it a bug or not?
And there's another translation fault to german language: The Button "Waveform for WAV PCM" is marked with "Chk_ShowWaveForm"
