How do you use BPM with moving heads and scanners?

I apologize in advance for this question. It's a based on basic lack of understanding of the software and DMX control in general. I searched the forum, but haven't found an explanation, maybe due to not using the right keywords...
So, I've been through the manual and read how to set the BPM, which I understand.
What I can't figure out, is if I have steps programmed in my editor how would BPM change anything with my moving heads or scanners.
For example if I have a scene saved in editor with a strobe on a scanner set to a DMX value of 255, which strobes quickly but without a bpm reference. If I open up this scene in live and manually set the bpm to 130, will this slow the pulse of the strobe down to the correct bpm?
Another example would be, I have my moving heads set to move somewhere new ever 5 seconds in a scene programmed in editor. If I open that scene in live and update the bpm to 140bpm, would it change the scene from changing every 5 seconds to every 3?
