Taking over an old system lights don't turn on

We recently bought a new restaurant and it comes with a Streetlight v2.23.4-130514

The software is not talking to the lights. I can't get any light to turn on.
The computer is running, the DMX cable is plugged in. Everything physically looks right.

Is there an engineer I can work with to get this system up and running?

Just to be sure: the DMX Cable only works with Windows.
Is it recognized ?
